The question of his appointment, made by the Crown, was debated in Parliament, Mar. 8, 1872, when Gladstone was accused of evading the Act which enacted that rectors of Ewelme were to be members of the Oxford House of Convocation. Gladstone vindicated the appointment on the ground of Harvey's personal merits and the fact that he had incorporated at Oxford, though too recently to be a member of Convocation; he also disclosed that he had first offered the living to ‘two distinguished Oxford gentlemen,’ who had declined it.
